The ICPC publishes its 2023 Annual Report: a year of significant progress and collaboration

The ICPC is proud to share with you its 2023 Annual Report, a review of the activities, projects, and collaborations that marked the past year.  

This report provides an overview of achievements that reflect ICPC’s ongoing commitment to strengthening the security of communities around the world. It highlights flagship activities, innovative research projects, strategic partnerships, and progress on our 2021-2025 Strategic Program.  

The year 2023 was rich in initiatives and collaborations that illustrate our central role in preventing crime and mobilizing local and international stakeholders. This report also reflects the challenges we have faced and the outlook for the coming years.  

We invite you to discover this document, which not only traces the road we have traveled, but also highlights the future challenges to which we will continue to respond with determination and expertise, both in Canada and internationally.

The ICPC takes part in the second edition of Synergy, Dialogue on Urban Violence organized by the City of Laval

On October 16, we were pleased to take part in the second edition of Synergy, Dialogue on Urban Violence, organized by the City of Laval in partnership with the Pôle lavallois d’enseignement supérieur (PLAN).  

Alexis St-Maurice, analyst and project officer, and Michelle Côté, scientific advisor at the ICPC, presented to an audience of more than 150 people recent trends in delinquency in Laval based on observations drawn from fieldwork conducted with 20 key stakeholders, mainly professionals in direct contact with participants aged between 12 and 35.  

The event provided an opportunity to discuss suitable means of prevention, as well as the challenges associated with delinquency in the Laval region. We also discussed the next steps to be taken as part of the 2024-2034 Action Plan for Community Safety and Well-Being, financed by the governments of Canada and Quebec through the Government of Canada’s Building Safer Communities Fund (BSCF) to combat the increase in crime and the use of firearms in Laval.

The ICPC participates in the Colloquium on Crime Prevention: Towards Safe Living Environments for All

As part of Crime Prevention Week organized by the Ministry of Public Security of Quebec, the ICPC was pleased to take part in the colloquium on crime prevention, held on November 4 and 5, 2024, in Drummondville, Quebec, under the theme ‘Joining forces for safe living environments for all’.  

Bringing together more than a hundred local, regional and municipal players, Michelle Côté, scientific advisor at the ICPC, took part in the expert panel on the future of crime prevention in Quebec, which, along with the various other panels, highlighted the need for a global approach to encourage multi-sectoral collaboration in Quebec. Upstream prevention was identified as essential to reducing young people’s involvement in street gangs, homelessness and delinquency.  

The persistent impacts of COVID-19, such as difficulties in accessing housing, insufficient income, the increase in the use of substances causing psychotic states and the rise in violence in Quebec, were also discussed. Support for front-line workers, close collaboration and the development of tailor-made action plans between communities and private stakeholders were recognized as essential to meeting these challenges, promoting equal rights and establishing social cohesion. 

The colloquium also provided an opportunity to strengthen links between the various stakeholders involved in crime prevention and to share best practice in creating safer living environments for all.

A memorable celebration for the ICPC’s 30th anniversary!

The ICPC had the honour of celebrating three decades of major contributions in the field of crime prevention, both in Quebec and internationally, at a webinar held on October 8, 2024. Nearly fifty current and former partners and collaborators were present.  

This webinar was particularly important, as it provided an opportunity not only to look back at the key achievements that have defined our organization, but also to revisit crucial moments in the evolution of crime prevention strategies on a global scale. In addition, the ICPC’s commitment over the past thirty years was highlighted by inspiring testimonies from those who have collaborated on our initiatives, reinforcing the impact our work has had in various geopolitical contexts.

It was a real honor to be able to bring together such a diverse and committed community, who, through their work and cooperation, have helped to shape the ICPC’s vision and strengthen our global impact. They also had the opportunity to learn about the future challenges for the organization and the projects that will guide our actions in the coming years, confirming our commitment to remain at the vanguard of prevention practice internationally.

We would like to express our deepest gratitude to everyone who took part in this event, and who, through their ongoing commitment, contributed to the success of our mission. Your presence and contributions made this event a success, underlining the importance of international cooperation in making our communities safer and more resilient in the challenges of tomorrow!

The ICPC officially joins CPN-PREV: a shared engagement for the prevention of violent extremism

The ICPC is proud to announce its official adhesion of the Canadian Practitioners Network for the Prevention of Extremist Violence (CPN-PREV). By joining this network, the ICPC reaffirms its commitment to supporting initiatives and preventing violent extremism through the development of innovative policies and programs in Canada and internationally.  

Since its creation in 2017, CPN-PREV has established its position as a knowledge mobilization hub, bringing together practitioners and experts to develop effective strategies against violent extremism. Their mission is to build capacity, support best practice and promote interdisciplinarity to meet the challenges of preventing violent extremism.  

These values and objectives reflect those of the ICPC, which for three decades has been working to support the development of policies and programs to reduce crime and delinquency, by promoting multi-sectoral responses tailored to the needs of communities. By joining this network, the ICPC is reaffirming its commitment to supporting initiatives that promote community safety through the development of innovative policies and programs.  

A training course offered in autumn 2024 by RÉSAL, coordinated by the ICPC

As part of the development   of capacity-building activities for  the Réseau d’échange et de soutien aux actions locales (Network for exchange and local action support, RÉSAL) for autumn 2024, of which the ICPC is a coordinator, a training session funded by the City of Montreal’s Prévention Montréal program was held on September 25, focusing on radicalization leading to violence and acts of hatred.  

Led by Anne-Sophie Bedziri-Prévost, skills development advisor at the Centre for the Prevention of Radicalization Leading to Violence (CPRLV), the course brought together field workers, social development officers and social and legal professionals who  work with youth in the Greater Montreal area.   

The training provided an opportunity to focus on the concepts that are essential to understanding the process of radicalization leading to violence, particularly among young people aged 12 to 25. It also highlighted the different dimensions of violent extremism and the protective factors to prevent and act upstream of these acts of hatred in communities.

The ICPC takes part in the 3rd edition of the Town of Mount Royal’s Safety Exhibition

On September 14, the ICPC was pleased to take part in the 3rd edition of the safety exhibition organized by the Town of Mount Royal’s Public Security Department (Montreal). This biannual event, which brought together nearly a hundred people, gathered numerous public safety and civil security stakeholders with the purpose of increasing citizens’ awareness of the actions implemented to prevent crime and ensure safe environments.  

The ICPC took this opportunity to share its expertise and present its crime prevention initiatives, in collaboration with key players such as the special constables of the Montreal Transit Corporation (Société de transport de Montréal, STM), the Montreal Police Department (Service de police de la Ville de Montréal, SPVM), the Royal Canadian Mounted Police (RCMP), firefighters, the Canadian army, as well as other partners such as the CIUSSS West-Central Montreal and Hydro-Québec.

The day was also an opportunity for the ICPC to strengthen its local network, while highlighting the importance of prevention through direct exchanges with the public and other safety stakeholders. It was an ideal platform to promote  a shared vision of a safer and more inclusive city.

The ICPC strengthens its influence in Latin America through two presentations

On July 24, we had the pleasure of sharing our expertise at the International Congress on Good Practice in Security and Crime Prevention, organized by our member the United Nations Office on Drugs and Crime (UNODC) and the municipality of Querétaro in Mexico. One of the topics covered was the importance of community policing in creating a climate of trust between law enforcement agencies and local communities. In addition, Oscar Figueroa, our strategic consultant in Latin America, outlined our impact internationally and in Quebec, particularly through projects developed by our Urban Safety Laboratory, which was implemented in 2020. The day was also an opportunity to share best practices with local, national, and international stakeholders, and to strengthen our collaboration for the creation of  safer and more sustainable cities.

In addition, on August 21, we  had the opportunity to build on  this momentum by  speaking in the Municipality of Nuevo León, at the 3rd municipal community prevention forum, and during a visit to the León Metropolitan Public Security Academy in Guanajuato. This time, our role was twofold: to contribute our expertise as specialists in criminal analysis, and to develop a relationship with  stakeholders involved in  the police academy. This visit was essential to explore  the possibilities of  support that the ICPC could offer to this municipality, and to other municipalities in Mexico. It also illustrated our commitment to supporting our local partners in the implementation of effective prevention strategies tailored to local realities.

These two events demonstrate our commitment to consolidating our presence in Latin America, not only by sharing our knowledge and expertise, but also by forging close relationships with key partners in the region.
